چکیده

10 The use of cost-benefit analysis (CBA) is increasingly advocated as a tool for supporting 11 water planning decisions, in particular at the local (site) level. This paper questions whether 12 CBA is relevant for evaluating groundwater management options at the scale of large 13 regional aquifers. It highlights the difficulties related to estimating the cost of groundwater 14 protection and remediation measures at the regional (water body) level. It also identifies 15 methodological challenges in estimating the economic value of the benefits of groundwater 16 protection. The paper is based on an original case study carried out on the upper Rhine 17 valley aquifer in eastern France. The methodology deployed combines engineering 18 approaches to assess the cost of remediation and economic methods (contingent valuation) 19 to estimate the benefits associated with groundwater improvement. 20 21

Massachusetts Military Reservation Superfund Site Did Costs and Benefits Matter in Remediation Decisions?

The Massachusetts Military Reservation (MMR) is a Superfund site located in Cape Cod, Massachusetts. Groundwater has been contaminated by years of military activity at the MMR. A number of plumes, or discrete zones of contamination, emanate from the reservation. A plan to control the sources and contain the leading edges of these plumes is currently under design. Remediation of the main portion...

Stochastic cost optimization of DNAPL remediation - Method description and sensitivity study

A modeling approach is described for optimizing the design and operation of groundwater remediation at DNAPL sites that considers uncertainty in site and remediation system characteristics, performance and cost model limitations, and measurement uncertainties that affect predictions of remediation performance and cost. The performance model simulates performance and costs for thermal source zon...

Petroleum-contaminated groundwater remediation systems design: A data envelopment analysis based approach

Groundwater contamination is one of important environmental problems at petroleum-related sites, which is causing more and more attention. It can bring serious adverse effects on the environment and human health. Design of a groundwater remediation system is desired for supporting the management of petroleum-contaminated sites. Due to high remediation cost and extensive alternatives, efficient ...

Benchmarking of Decision-Support Tools Used for Tiered Sustainable Remediation Appraisal

Sustainable remediation comprises soil and groundwater risk-management actions that are selected, designed, and operated to maximize net environmental, social, and economic benefit (while assuring protection of human health and safety). This paper describes a benchmarking exercise to comparatively assess potential differences in environmental management decision making resulting from applicatio...

Assessment of the value of reducing uncertainty by sampling in a groundwater remediation system.

The success of cleaning up a contaminated site depends on the degree of knowledge of the site's characteristics. When there is much uncertainty associated with the knowledge, the uncertainty regarding whether the remediation will work increases consequently. It is therefore essential to know how much reduction of uncertainty is needed for the purpose of designing a successful and reliable remed...
